I'd be guessing but both Dreamfall and Oblivion run much better with it.
In fact Dreamfall doesn't really run at all if you don't update to it (or install it from the game CDs) and over on The Elder Scrolls forum sound problems that were resulting in crashes for some people clear up when it's installed.

Hi pam123, I downloaded this because of your original post. But I don't game & probabably never will. Did I make a mistake? Should I delete it? RevCLB

If you installed it don't worry (DX doesn't remove once installed) it won't hurt anything.
If you ever have a yen to run a recent DVD or some other video it may even help.
If you didn't install it delete the download and forget it ( no harm, no foul).
As a gamer though I think you should buy a game that fits your specs, update all your drivers, and find out what everyone's talking about.
