Check this game out
They have this game on the pc page at IGN. I thought it was just another RTS, but it sounds like they're making the terrain fully manipulatable - you can flood a field and drown infantry, or you can flood it then freeze it to make sure the infantry die underneath. One race (of the three) is purely an aquatic alien race, so flooding parts of the level seems necessary. Sounds like it might be worth looking into if they can pull it off.
