Red face VDOmate TV Tuner Card - Urgent Help

hello everyone
i have recently brought the VDOmate TV Tuner Card from AverMedia
and have installed the driver from the CD correctly and the software
this is the first time i am using TV Tuner Card
The problem is that when i watch TV whether i keep it in window size
or fullscreen i get vertical lines every 1nch and close to those
vertical lines i get lots of horizontal lines on it so i can hardly
watch anything... but when i freeze the channel the picture
comes very clean perfect without any lines...
i have checked my cable line its perfect
and after i scan all the channel in this situation i
mostly get all the channels but some channels are
like i can hear the audio but no video as the display is not correct
i am using Cirrus Logic Display Card (with no VRAM)
this card has 1MB inbuilt vram and i can add 1 mb more

now i want to know its the problem with the display card
or monitor or driver or the tv tuner card ?

I went to the AverMedia Website they dont have VDOmate listed
in their products and driver updates they have chip number
for which we can download driver mine is i think BT878
Tv Tuner Card (VDOmate with remote)

Pls let me know all the possiblities for troubleshooting the above

A 1 meg Cirrus video card is pretty weak by today's standards - does your system meet the published minimum requirements for the use of this tuner card?
