Saints Row 2 xbox 360

Just bought this used today and the stuttering is horrible when doing anything that is even slightly taxing.

When you get in a boat and look around, the game literally comes to halt. But, I found that if you look all the way around in a circle everything loads and the game picks up the frame rate again.

Does this sound like an issue with a poorly developed game, or could it be a problem with my xbox 360?

I will test it with other games in the morning to see if it's just Saints.

I haven't had that problem but the game freezes sometimes. It was like that with the original as well so I would have to guess it was with the game and not the system.
