Assassin's Creed II issues in Windows 7 -_-

The game installed fine, and it runs, but it's really really slow.
I don't understand why it's lagging so much, as I have 4GB of RAM.
Can anyone help me figure out how to make the game run faster, or explain why it is that it's not running as fast as it should?
Maybe it's my graphics card or the temperature of my laptop, but meh.
I'm not sure.

Windows 7 Home Premium
4GB RAM
AMD Athlon(tm) II Dual-Core M320 (2 CPUs), ~2.1GHz
ATI Mobility Radeon HD 4200 Series

Sidenote: I'm not sure if this is the right section to put this thread in, but please correct me if it is not.

OK here are the specs for the game : Assassin's Creed II PC Dated, Specs Revealed

You're laptop should do an adequate job so something else is going on (By adequate I mean 30 fps or so when plugged in to a wall socket).

What in game settings do you have on?
And what laptop?
You're processor is definitely" light" but not disastrously so.

I changed all the settings in the game that had to do with graphics to the lowest possible setting. That's really the only thing I messed with, so I'm not sure what all settings can be tampered with.
I have an HP Pavillion dv4.

Right now the game is running at 10FPS plugged in ._.
The first Assassin's Creed runs at the same speed, even though it looks like it runs faster while playing the game.
Of course, anytime there is a cinematic, the sound is faster than the video and I have to wait for it to catch up before it moves on.

For Assassin's Creed 1, the game looks like that and runs the same as in that video. What is slow in the first one is where they have people talking back and forth.

As for ACII, it's totally different.
I just recorded a minute of gameplay using FRAPS, which I'm going to link you to on you tube.
What's odd is that on the video it shows the FPS at the top left at around 30, but when I'm playing the game the number is about 8-15.
You can compare it to a video of the game play elsewhere.

I apologize for the jumpy camera. . . I wasn't using my controller when I recorded it, and my mouse doesn't have a smooth surface to move on.

It may still be your cpu but before you resign yourself what HP installed stuff is running on the laptop?
Your description points to a possible indexing program in the background.
They're usually there for "multi-media" and they swallow processor cycles.

Did the PC come with windows 7 installed or did you upgrade it from XP?
