Enabling V Sync will limit your frames per second, to the current refresh rate of your monitor. For example... with V Sync enabled, if you have your refresh rate for your monitor set to 75Hz, you will top out at 75 frames per second in your game, even though your computer may be able to put out much more.
Turn off vsync, and you aren't limited to your monitor's refresh rate as far as frames per second.

Because it could cause too much stress on your monitor if it is pushing out more frames per second than it is capable of.

With older graphics cards, turning off V-Sync could result image abnormalities in games such as tearing. So for best image quality, it was advised to keep V-Sync on. However, with the advent of triple buffering in newer cards, this became less of an issue and most gamers tend to turn it off by default.
However, sometimes you will still see occasional screen tearing in new games which is probably down to V-Sync being turned off.
