Choppy graphics? I'm thinking either slow CPU or programs running in the background?

If you arent using 16 bit color try that as it gives twice the frame rate of 32 bit color usually. Theres a setting in the ATI utility that should allow you to set it up for performance rather than visual quality, so set that to performance.

I used to have a ati rage128 pro card and no matter what resolution i put it on it was slow and choppy i upgraded my card and now it runs fine. so it might be your card but im not sure.

That is a bit of a dated card. You'd fare much better with a more up to date Radeon or even an nVidia based solution such as a GeForce2 or GeForce3.
Best of luck with whatever you decide to do, but I think your video card is your choppy video problem maker.
