Hi Liquid_X_Trance, welcome to the PC Mech forums!
Like Wolfie suggested, search through the Hardforum forum and you'll find plenty of posts on new builds and recommended parts. Just to get started, here's what I would suggest.

Sure you can get 100 fps, if your monitor can also support refresh rates that high (vsync on).

I would look into Intel as a viable CPU option. The prices have fallen on these (thanks AMD) and now are very competitive. P4's have been OC'd to 2.4 by several people and cost just over $140. Everyone has their own opinion on AMD and Intel I like them both but have had problems with AMD MoBo's. Hence the P4 setup I have now. For AMD I had 2 bad IWILL Mobo's and 1 bad FIC. I personally like Soyo MoBo's and they are stable (built mine and my bro's using the same setup). They are a bit pricey but come with a lot of options. MSI is good for either AMD or Intel systems. Stay away from OCZ memory also, they run a very shabby business. Personally I like Corsair. Do your home work on all of your options and buy what you can afford. You get what you pay for.

Before we can really recommend a motherboard/processor/ram/video combo, you need to tell us your budget and whether you want to go AMD or Intel.
