I have a 230W power supply and I just wonder can It affect the performance of a V-card like GF4 ......If so can unplug other hardware like CD-RW or other USB component resolve this problem??

GF4 Ti's supposedly require a 300w power supply, but I put one in a Dell with a 200w Delta power supply and it works fine - its quality that counts, not necessarily quantity. Overkill is just as bad as not enough - if a power supply is too lightly loaded it can be unstable too. I have yet to build a machine for a customer with more than a 340w power supply, the spares I keep in the car for field replacement are 300w units.
