PC GTA3 Help please

ok, for some reason when i go to go see a mission it speeds up really fast so i can read the dialogs nor hear what they say / see the pictures... I have missed alot of the action since im on island 2

What i have tried -

1) Turned off trails (whatever that does, someone said that would help)

2) Un installed game, deleted all files and folders for GTA3 (saved backup game) and restarted, then re installed.. i tried it both without installing my saved games and without (without first)

3) NO, i dont have the 'No-Cd' patch installed

anyone know whats up? this kinda sucks =\

I use win2k and v1.1 of GTA and my version is LEGAL - straight from the box
