On a video card, what exactly is TV support and TV tuning?

You can use the computer on a tv screen, from monitor to tv.

So is there a significant picture quality decrease on the tv? I mean, what's to keep someone from just buying a tv instead of a monitor and using it all the time?

TV's have terrible text legibility from computer monitors. They're essentially only good for watching movies.

Just go look at your TV. Games would look essentially the same as television. Don't think I'm saying games will look real like people on TV. It will be a significant decrease in picture quality. The number of "lines" of projection are far fewer per inch on a TV than on a monitor. And of course, it all depends on how big the TV is, if it is an HDTV and how far it will be from your eyes.
At the same distance, a monitor, CRT or LCD, will always look better than a TV, even if it is an HDTV.
