fuzzy lines whizzing around across screen

i just got a new graphics card and the background is moving, the picture is static and everything, but its like the background is moving, like putting a projector on a curtain thats moving or something, is there a way to stop it?

I moved the monitor lead away from all the power leads, i blew in the connectors to see if it was dust or anything and none helped.

oh, and i can only see it on light areas, like where its white or grey

how old is your moniter.. Sounds like it has bad voltage control.

my monitor is ;ike a year old, and im back on my old graphics card now and its stopped, so im reckoning i got a bad card
