Angry Fire simcity 4

When I start playing I do great but when I get to a population of 20,000 all my industry starts to vacate rapidly. Does anyone know how to stop this from happening? Do I have to lower taxes, raise value of land, use some ordinance, what? It's really bugging me.

One more thing, I can't seem to get any trains on my railroad. How am I suppose to build them?

Around 30,000... when my population gets bigger and I get a university in my city... drop the high tech taxes rates to usher the high tech jobs in thats what I do.. althought my city has only gotten to 80k.... im stuck right now

Expand the businesses to surrounding cities within the game. That might work and I saw that on a SimCity fan site...
