FPS games kind of choppy

A friend of mine had a computer built from the ground up a few months back and was having a minor problem with it. Whenever he plays a FPS game, it seems to pause every few seconds for just a split second. Constantly. Its really annoying.
He has the latest video card driver and his system is far from a slouch. I watched him fire up Grand Theft Auto III as well as Unreal Tournament. Apparently all his games do this.

His specs are:

K7 Triton 400 series motherboard FSB333 with AGP8x
AMD Athelon xp2400+ cpu
1024 DDR
NVidia GeForce 4 Ti 4800 128mb
DirectX 8.1
Windows XP

Would the problem be with a faulty vid card? Any Ideas?
Trying to save him some bucks so he doesnt have to take it to the local computer shop for a check up.

Appreciate all the help!

Any background programs running? Has he defragged lately? Done a virus scan?

What anti virus is he running? Have him hit Ctrl-Alt-Delete and go to task manager to see what proccess are running, if there is a program that is taking up 100% thats your problem.

Try disabling the onboard sound and play the games to see if the problem persists.

This has happened since day one, as I understand.

Did the de-frag already and virus scan as well.

Ill have him disable the onboard sound next and see how that goes.

Thanks for the input so far!

Loaded the latest patches on the games?

Shut down background programs and disabled the virus protection...still choppy. Downloaded latest drivers for vid card just to be sure....no go.
Ran ad-aware just for the heck of it as well.

Still choppy!

Windows Task Manager shows the System Idle Process at 88%
and System at 13%

Could this be a factor?

Ran Unreal Tournament in software rendering mode. Was still jerky with that setting. Would this rule out the video card???

I shouldnt think the system idle process is a problem, i think thats so that your computer doesnt stall when doing nothing
but my system process is at 0%
What is your CPU usage at?
