My comp specs

Im getting ****ty fps in any game I play, I use to play battle field in the higest res and get around 60-70fps. Now on low i get around 10-20fps

Nothing has changed in my system. I formatted, reinstalled the same video drivers and now im getting this :|

hmmm... what are the current temps?... SiSoft Sandra (freeware) can give you temps if you're mobo doesn't...

do you have tons of apps running in the background while you play games? cleaned out / defragged your HD since you formatted?

Welcome to PC Mechanic!

Why did you decide to reformat, maybe that will give us a clue.

I have frequently had CS framerate problems after reformatting my HDD. I have a bad memory and can't remember what I did to fix it. Perhaps reinstalling it will help.

I actually reinstalled twice and have had the same problem. Its really weird...

I did overclock my system, but its been running overclocked for like 6 months with no probs, all temps below 50c, mb temp never over 37c

You're not using the same hard drive, are you?

Was your system overclocked when you reformatted and reinstalled Windows? If it was, that might be the reason the system is weird now...overclocking can cause data corruption. Set the system to stock speed when installing the OS (or any software for that matter) and then OC it after.
