You can either wait for the flash to run it's course and then click on "register here" or you can click on the large bug when it shows up ( I suspect that's the better idea ).
This will get you a registration screen that will ask you for your name, what video card you have and your e-mail.
Fill it out, click submit and you're in the lottery.
I'm sure they'll be handing out games, I DON'T know if they'll also award new Radeons, either way it's worth a shot.
And no, they don't sell the info.
That's how ATI usually does these things.
They've done it before but I never caught it in time for the effort to be worth it.
