I'm sure that the "preinstallation disc" is not the entire product. I would wait for more replies.

I think I can shed some light on this. I bought a 3 disk pack of Windows XP for a mulitple computer build a few months back. The three pack came with a CD labeled "Microsoft Windows XP OEM Preinstallation disc". Upon further investigation, this disk is used by system builders to easily setup multiple installs by cloning the hard drives. It also provides the builder the option to install his/her own splash screen logo much like Dell and other box brands. There's some more things aimed at the oem system builder, but that's the main jist of it.
