Interesting Terms of Agreement

Had to download a new version of my Backup program. Here is the agreement that I had to agree to before download.

o download this software, you must agree to all of the following terms:
ELIGIBILITY EXPORT RESTRICTIONS By using this server, I hereby certify that I am not a citizen, national or resident of, and am not under the control of, the government of: Cuba, Iran, Sudan, Iraq, Libya, North Korea, Syria, nor any other country to which the United States has prohibited export. I will not download or otherwise export or re-export the Programs, directly or indirectly, to the above mentioned countries nor to citizens, nationals or residents of those countries. I am not listed on the United States Department of Treasury lists of Specially Designated Nationals, Specially Designated Terrorists, and Specially Designated Narcotic Traffickers, nor am I listed on the United States Department of Commerce Table of Denial Orders. I will not download or otherwise export or re-export the Programs, directly or indirectly, to persons on the above mentioned lists. I will not use the Programs for, and will not allow the Programs to be used for, any purposes prohibited by United States law, including, without limitation, for the development, design, manufacture or production of nuclear, chemical or biological weapons of mass destruction.
Boy that backup software sure could be dangerous if it gets in the wrong hands.

Imagine when the violent bloke loses his hard drive because of a virus (no doubt caused by trying to view Paris Hilton's pix) - then we'll be commending the backup program mfger because the guy will have no backup to all his carefully laid out schemes.

Actually, it's pretty standard to have such information whose purpose I cannot even begin to comprehend...
For example, from standard US visitor visa applications (DS156) these are some of the questions:

Well damn... I was in the process of building a WMD so I could nuke the US for fun and I REALLY NEEDED that software.... heaven forbid I go against the license agreement when I'm looking to cause mass destruction.

actually it is because of the encryption built into the software...all software that has "strong" encryption in it is highly restricted as an exportable product.

Note the "gang of 7" in the earlier part of the T's & C's: Cuba, Iran, Sudan, Iraq, Libya, North Korea or Syria,

I wonder if that is requirement or something. Because I'm starting to see them in lots of TOG, using the exact same wording, most recently, before downloading Oracle database.
