how to attract people to a forum?

I currently just started a new website which i launched a few days ago. I built it mostly based on a "online help desk system" like these forums but the site also offers downloads, articles, and other things of that nature. I am using it mostly help people that i go to school with but i'm finding it very hard to attract people to the site. Any ideas on what i can do to get more people to take a look or use it?

Tell as many people as you can about it; if its for your school, maybe get a little paragraph about it in the newsletter or on a bulletinboard just letting people know about it; and anything else you can do that will cause more people to hear about it.

Whats the point of your site, why would anyone want to go to it? Why does traffic matter?
