Actually while I was living in San Antonio TX (93-99) they actually reduced the sales tax which had been raised to pay for the Alamo Dome. Of course there was talk to 'use the money' for something else, but in the end they did take the surcharge off. This was the first time I had ever heard of a temporary tax actually being retired as intended and without litigation to boot!

I recently got an e-mail from Verizon.
It seems they were "embarrassed" out of turning a tax into a private revenue stream (Well the FCC had threatened suit as well.) so it can be done.
It's possible that any "temporary levy" should come with a rider making sure it ends.

I lived in a state that had written in the "temporary" rider. it was the tax known as road tolls to pay for the New York State Thruway bonds. well, the road bonds were paid off in the 90's and guess what? the state legislature held one of those famous middle of the night votes to extend the tolls.

So much from promises made being fulfilled.
