Smile start and tool bar

Please I could use some help. Once in a while when I turn my computer on and I am on my desk top my start and bottom icon bar shifts from the bottom of my screen to the top. When I attempt to drag it back to the bottom it stops half way down my screen. Can anyone tell me how to retrieve it to the bottom of my screen.

hi,

drag the task bar itself, NOT resize it. Resizing will stop at the middle of the screen, so be sure that you point the mouse into the middle of the bar, so that the double-ended arrow will not appear.
