That looks like the bottom side of some sort of skate or ray or bottom dwelling shark. I have netted enough to know that you are not looking at eyes. Not shown are the real eyes on the other side of the head. Some rays and skates have the most bizarre underside...this one is no exception..whew..creepy! Skates, rays and sharks are in the same classification, both being fish that have cartilage instead of bone. It's probably not a new specie, just something the fishermen have not seen. Some sharp ichthyologist could probably identify it right off the bat. The story seems to be much ado about nothing.

I *thought* they were called Devil Fish, but couldn't find it when I Googled. One of the "tourist" stops out here I take visitors to has a fish museum with one of those. I'll have to go back (it's not too far) and see what it's called...

For a nice 4th of July drive, we went out to the museum / tourist area and had lunch. They moved the "Sea Devil" display and anchored to a different wall; I guess because too many folks like us would pose with it
I wanted to see the other side of it.Anyway, they call it a sea devil and Googling that yielded a surprising number of other things called "sea devil." I went thru every pic (literally) and found only 2 of a similar fish... However, it is also known as a "Skate Fish" and Googling that showed what I was looking for: lots of pics of a live fish.
