I don't worry about it as much since some weeks I spend 20% of my away from work time doing work stuff.

Let's see... on an average day, I have about 1'30" between calls and I take about 100 calls.. so that's 2.5 hours, then I get 2x 15 min breaks and a 30 min lunch totalling another hour... so only 3.5 hours out of 8 I'm not working, ... that doesn't take into account the time I'm in "not ready" for which I'm allowed 22 seconds per call....that's not too bad.... is it?

I have to agree. I'm a computer tech for my university. I basically fix problems when they occur, but when there are no problems I browse the web and play computer games.

I probably play around for half the time i'm there.

I agree... but you kinda need to care, only the other way around. Folks are giving up more and more of their life to their jobs in the form of extra / long hours, lost / given up vacation time, weekends, and so on. I don't have the stats in front of me, but Americans also work the most days / hours in "the world." Also that article ranks it second, I've always been taught that the biggest counter productivity item is working the people too long in a day, day after day...

Internet use I can see as being a problem, to a degree.

But socializing with co-workers is NOT a problem. Socializing is a major part of everday life. Many needs get taken care of by co-workers. It is a vital function of employment. Were I an employer I would definitely not penalize my employees for social interaction. Unless there were obvious abuses like not doing necessary work due to socializing.

Moderation in everything, including moderation is the key here.

I mean, at my last casino, a HUGE one, I met soooo many co-workers who were married to a fellow employee and raising families. That is extremely important to a society at large.

I would HATE to work in an environment where one was penalized for moderate socializing. It would be oppressive and unjust.
