eBay/PayPal transaction

i purchased a cpu on eBay from fastmemoryman on August 22. i paid immediately with paypal.
the item is shipped from the US and my address is in Vancouver, Canada.
the item has still not arrived (September 5).

at what point should i worry (i'm already uneasy)?
is there an option of reversing the paypal payment since i did not receive the item?
is there another option?

How was it shipped?

Was it by UPS, Fedex, other?

If sent by one of the ones listed, could you get the tracking number from the seller?

One rule of ordering online:
Never order anything from anyone whose screen name starts with Fast.

Have you contacted the seller and asked them where your order is? If he can't tell you through a tracking number or anything, then I would request a refund.

i take it you didnt request a tracking number soon after you sent the paypal thru. i'd be worried.

He seems to sell a lot of merchandise and you don't stay in business for very long by ripping off people. Contact him to get the status of your order. Don't assume the worst just yet.

obviously a standard reply.

i believe the item was shipped with the US postal service.
5-15 business days for items shipped from the US to outside the US.
it hasn't been 15 business days (only 11 because of the long weekend) but i'm not happy.
should i request a refund now?
should i wait until 15 business days have passed?
what if i request a refund and he says no. what are my options?

Does Paypal have actual humans you can talk to? (I no longer use Paypal so I don't know.) What do they have to say?

Provided he shipped on day that you made the payment, it's been 9 business days (not sure where you're coming up with 11) which in my opinion, to ship, cross/clear customs whatever, really isn't that long yet. If he waited a day or two, well obviously that's an even smaller time frame. Try getting a tracking number, if he doesn't reply, then worry about a refund.

I ordered a 2GB micro SD card from him. Took a little more then 2 weeks to get. I wouldn't be worried for at least another week.

i've contacted him before and i got a standard response that lists the delivery times.
delivery from USA to Canada is between 5 and 15 business days.
it's been 15 business days and it's still not here.

i can contact him again but what can i do if he says delays are not his responsibility and that's it?
i have no idea if it's delayed at customs or somewhere else or if he never even shipped it.

You can file a complaint via Paypal. My Dad bought some outdoor speakers a while back and they didn't ship. He filed a complaint and eventually Paypal refunded the money. At least they are responding despite not being helpful, my Dads seller wouldn't respond. I would wait a day and file a complaint. Have they left you feedback yet?

the cpu just arrived.
i thought i'd get a notice to come pick it up at the post office where i'd have to pay taxes and whatnot but it was just in my mailbox.

i guess i'm just an impatient baby.

now hopefully the cpu works and all is well. thanks for the advice/support.
