So you want to join two MPEG-1 files with the same bitrate and resolution ?

Okay, then TMPGEnc will be the best for you.

The VCD format needs the video stream as MPEG-1 with a resolution of 352x288.
If they're not MPEG-1 352x288 then you have to convert your existing videos to this format in order to make a VCD.
But don't worry, TMPGEnc does this, too. TMPGEnc is really great because it is free and does MPEG-1 and MPEG-2 encoding.
TMPGEnc also has templates for the VCD, so you don't have to mess around a lot when you want to convert your video streams

I've reading this with interest. Would someone care to compare TMPGEnc to Ulead's Video Studio 5.0 for me? Free vs 130.00 is important.

RJ -- VCD standard is 352x240@29.97 not 352x288. Although some VCD encoders will use 352x288, that is not the standard.

Carl, TMPGENC is purely an encoder whereas ULead is an editor that is capable of encoding. There are very few, if any, capable and quality freeware editors on the market. ULead is one of the better at that price. Sonic Foundty just released Video Factory which would do everything you are looking for (editing, VCD creation). It's also available for download from Sonic Foundy's web site for under $60.00.

Craig,
I thought there might be a hitch.
Went down to Best Buy today loking at routers, software, and music cds for presents. Video Factory well represented but not Video Studio. When the time comes, I will buy on line.
Thanks for the insight and help. Don't want to make a mistake at this point.

Sorry, I forgot that you use the NTSC system. In PAL it is 352x288@25fps.
