Angry Fire S-Vid to tv blew up my card!

I got my new video card from tireman the other day. Its a Powercolor 9600 w/ overdrive. It worked fine until I attempted to plug it into my tv. The manual said to shut off the tv and comp, so I shut em both off and even shut the psu off. I plugged the s-video cable adaptor into the comp, and used the composite cable to plug into my tv. When I touched the cable to the composite in on the tv it sparked really bad ( i cant believe it didnt shock the crap outta me) and I pulled all the cables out, and booted the computer, and it says "the vpu is not responding due to a hardware lock up. Reboot to reenable hardware rendering" So I rebooted and now xp boots, but the monitor shuts on and off. Win98 works but locks up when any games are loaded.

Being that I'm the 2nd owner of the card, is it possible to rma it to powercolor? The card has a 2 year warrenty, and that particular card hasnt even been released for 2 years yet, so I know that the warrenty is still good. But is the warrenty void since Im 2nd owner?
