I am using an HP digital camera and a DVD player (with progressive scan). If I create / burn a DVD with pictures copied to the DVD disk, can I view the photos on my TV??? In what format do I need to save the pictures? jpeg?

It's not that simple, you'd need to make a slideshow of the pictures in a DVD Authoring application.

What you can do is change the format of the pictures. What I do to view my pictures on my big screen is use NERO (not express) to make a VCD. This is basically changing them to a format similar to what Kodak uses for it's picture disc. What you need to make sure you do is make sure your DVD player is capable of using that format. It should give you a list of types of DVD's and CD's that can be used with your player in your instruction manual. The nice thing about changing to a VCD is that you use a standard CD-R. In the VCD format, the files are smaller and you can fit more per disc.
I'm not sure about other burning programs, but I know for a fact that you can do it with NERO. This is what I do when I want to invite friends and family over to view vacation pictures and it workes great. It's much nicer than trying to crowd around the computer monitor. Some DVD players support JPEG pictures but not many. What I do is simply connect my PC to the TV and run the Windows XP slideshow thing. It works great. My Panasonic digital camera has a TV output and a slideshow function but it wears out the batteries. Your camera may have a similar feature.

This is a big depends. It depends what your DVD player supports and how it supports it. Some DVD players only support DVD movies on DVD disks. Other supported formats, such as mp3 and jpeg, may have to be on CD. Other DVD players will play their supported formats on either DVD or CD disks. You have to check the the owners manual.
I have a $30 Cyberhome. It supports jpegs with no fanfare. I just burn the jpegs to CD using a regular DATA burning program. I can have or not have folders. I get fwd, rev, and zoom. If I push "Play," I get auto advance. If a DVD player supports VCD and you have Nero installed in your computer, the freeware IRFANVIEW (3.91) will make a down and dirty slideshow. It works quite well and is a no brainer.
