Put a video card in a Dell?

My parents Dell 2400 did not come with a video card, just intel integrated graphics. The quality of the graphics is quite poor and we wanted to put a real video card in there. However, there is no AGP slot, and so I was wondering what we could do. Can you put a video card in a pci slot? If so what would be a good cheap card ($70-85) that would play DVD's nicely? DX9 would be good, but not important. Their LCD has a normal connection.

No DX9 on ATI based PCI cards. Here's an nVidia based PCI card with DX9 support for under $70. I have no personal experience with it but check the customer reviews.
