Video Editing

My uncle bought this digital video camera, which seems to use DVD's to store the data on. He would like to do some very minor video editing, just cutting out some parts etc.

Would this require a "heavy" PC? What software should he use to do this ?

I have no experience whatsoever with video editing, hence the question

No. Just cutting MPEG-2 can be done by even an old PIII based computer without problems.

You can use the freeware tool Cuttermaran to do the MPEG-2 cutting. It can do only cuts at I frames (for beginning of a scene) and I, P frames (for end of a scene).
As far as I know the software that can cut MPEG-2 framewise (including the B frames, using smart-rendering), cost money.

BTW, I found out about framewise cutting with Cuttermaran:

You can use Cuttermaran along with TMPGEnc (which is shareware for MPEG-2), or the freeware CuttyEnc in order to cut MPEG-2 framewise. When you do that (cutting at B frames, or selecting a P frame as the starting point), the first and/or last GOP will be reencoded, the rest will remain untouched.
