soundcard won't work after computer "remodeling"

my computer was built by a friend of ours and it was operating on windows 98. 2 months ago my cousin took it and put a new harddrive on it and put windows xp. after that my sound card won't work at all, no sound at all. if it helps, the keyboard and mouse slots won't work either, the rest does. i wanted to know how can i fix it, ive tried everything and nothing helps. if i get a new soundcard, will it work?
