Video card and monitor question

Hey guys I'm looking into getting some new upgrades. I'm an ATI fan so I was looking into getting a X850 XT PE. I'm looking at these fours models

I already have a 9800 pro but I would like to crank out some more FPS as I plan on getting some newer games. Each card to me seems like they are identical but the prices all very. Xtasy is what I'm looking to get since it is cheaper but is it worth it to buy an off brand video card instead of one made directly from ATI themselves? Are cheaper chips used that make this card cheaper? I'm confused cause I want to get this card and have it last me a few years and not die out on me since I decided to go with a cheaper model.

My last question is about LCD monitors. I found a few brands of monitors that I'm interested in but when it comes to contrast ratios should I find a monitor with a high ratio or a low one? I'm trying to get a monitor with the best color quality possible. My brother has a Samsung monitor that has a 700:1 ratio and to me his screen seems a little too bright. So I did some searching on newegg and found this:

It has a 450:1 ratio so does this mean my screen will look more colorful and less washed out then my brothers Samsung monitor? I'm up for whatever suggestion you guys can give me. I like to game and watch DVDs on my PC. I may also look into getting a TV turner so a high color quality monitor is a must for me.

Looks like the higher priced ones have HDTV out but the rest of the general specs look the same. As for the monitors, there should be controls on them to adjust the brightness to your liking.

I'd go the Sapphire or MSI
As to the monitor, don't confuse the contrast ratio with the brightness... they're two different things. Search the forum for LCD, and you'll find lots of recommendations. Search in particular for RJs posts, as there's usually a fair few gems in them, he's the resident LCD guru.
