Basic graphics upgrade

Is changing an AGP TNT-M64 video card to a Radeon 9250 a significant improvement for an oldie P3-800 ?
Any other similar good low budget card besides the 9250 to consider ?

"Light" gaming only. More of a email, internet and basic photoediting. Budget ~40USD - thats the approx cost of a 9250 card over here. Wanted to throw in a new card to use the DVI of the LCD monitor.
