Help Direct3d!

Sometimes, when I play a game like Counter-Strike: Source or Albatross18 my screen screws up, I play them both in resolution 800x600. The screen goes black, I minimize the game, my desktop resolution sets to 800x600 when normally it's 1152x864. Then, when I right click on desktop, there is lag when the menu comes up. To fix this, it requires a restart.
When this happens, I go to Diablo II and it says "Cannot initialize Direct3d"

My video: ATI Radeon 9200SE 64MB
Catalyst: Catalyst 5.13 Windows XP
Driver date: 11/22/2005
Driver version: 8.201.0.0
Signer: Microsoft Windows Hardware Compatibility Publisher
DirectX Version: 9.0c

System specs:
Windows XP Pro SP2
RAM: (1) 1024MB pc3200 400MHz DDR
Processor: AMD Athlon XP-M 2800+ Clocked at 2.14GHz
Motherboard: ECS Model M863

Can anyone help?

For instance, I had Diablo II minimized, I go back into it and it ****s up. Now my computer is running like trash until I restart.
DXDiag shows:
DirectDraw: Unavailable
Direct3D: Unavailable
AGP Texture Acceleration: Unavailable

At the bottom:

No problems found.
To test DirectDraw functionality, click the "Test DirectDraw" button above.
Direct3D functionality not available. You should verify that the driver is a final version from the hardware manufacturer.
