I need some advice....

i'll be running the card on a Dell xps gen 2 laptop. My price range is like 100-150 and basically I just want to watch tv on my computer. I need the clearest picture possible, etc, won't be doing much recording, just watching tv. I'm not an extremely mobile person either. Is there a better card for me? Thanks in advance.
