Unable to enable direct3d under DX9.0c... Im stumped are you?

Under DXdiag / display tab, i see that the notes say..."Direct3D functionality not availible. You should verify that the driver is a final version from the hardware manufacturer." Also under CATALYST control center non of the 3d examples are showing. Can you please help with what might be wrong. I have recently uninstalled and reinstalled the latest drivers. exactly how the website tells me to. I used drivercleaner as well. Games are unplayeable. No other driver information is on my system. The card use to work wonderfully for me with this configuration, but i have recently reformatted my hardrive, and now cant get this working properly please help.
Also i have reinstalled DirextX
For some strange reason i think this is a SP2 problem, but I could be wrong.
I have desperatly searched the forums and have done everthing i know to do.
ei... reinstall drivers using drivercleaner, reinstalled directx, hardware acceleration to full, and lots more. I need one of you smart guys or gals to pour over this stuff and tell me whats wrong... im pulling my hair out here

It might not be a problem with DirectX at all. You said you reformatted recently and now it doesn't work.....did you check to make sure Hardware Acceleration is turned on in the settings? If not, check that by right clicking on your desktop and selecting Properties. Then go to the Settings tab, select Advanced, and then go to the Troubleshoot tab and see if the slider bar for Hardware Acceleration is turned way down or totally off. If so, slide it to the right to the Full setting and apply those changes.

Thanks for the help, but that has allready been done. Hardware acceleration is working and at full all the way to the right, as i stated in the main text. Do you have any more suggestions beyond that? This is VERY frustrating lol. Usually i can fix anything that is wrong with my machine, but not this time. I have posted on about 4 techy forums, and am waiting for ATI to respond to a ticket. Noone has the answer.

Sorry about that.....guess I didn't catch that you'd already tried that when I read through it the first time. doh!

Only a couple other things I'd know to check. When you run dxdiag, under the DirectX Files tab, does the box at the bottom report "No problems found"? That just tells you if your DX install is missing some files. And since you're using the Catalyst Control Center, I assume you did know enough to reinstall the .NET framework for it too? I wouldn't think that would mess up your 3D functions though because alot of people don't use the CCC and still have 3D functionality. I kinda doubt it's SP2 though either, because I'm using roughly the same setup as you (mine's a 9600XT, DX 9.0c, CCC, and WinXP w/SP2) and mine works fine with that. If the above suggestions don't help, then I'm at a loss for an answer. Maybe someone else will chime in with something different to try.

I'd wipe the drivers again and go back to 5.11's with the classic control panel. The CCC is evil.
