Refresh rates

I have an older CRT monitor. I read that the refresh rate is usually 85Hz for CRT monitors. When I select that rate from my NVIDEA Control Center the video is garbled, not clear. After hitting escape, it automatically resets to 60HZ and is clear again. Is this a problem with my monitor or video card?

I'd say monitor. Check the box to only display rates your monitor can support. Then select the highest rating and see what happens.

Refresh rates

In the NVIDEA control center and EVGA resolution changer I have no selection for selecting only rates your monitor can support. After changing refresh rates in resolution changer I had to do a system restore because refresh rates could not be accessed in safe mode. It is now back to 60Hz
Could this low refresh rate cause my new video card to not function correctly? I have had problems playing certain games, they have no video after good install. Some others play but the video kicks out at times.
