How do I make .ogg files?

Yo, I was wondering what is a good way to rip CD's into .ogg format, or maybe convert mp3's into oggs.

i'm pretty sure that you would need some 3rd party audio converter

CDex can rip to .ogg compression. Converting mp3 to opp would be pointless - going from one compressed format to another will not give you better quality no matter how much better one format is over another (and that's up for debate anyway).
