ddr2 vs ddr3 graphics card

Building a new pc, mobo is a asus p5e that supports ddr2 1200 memory. Can i use a graphics card listed to hav ddr3?

A video card's memory runs without any connection to the memory the motherboard supports. So you can use any type of memory for the video card ranging from DDR to GDDR4, all of them will work so long as the video card fits into the motherboard.

does the mobo or proc have to be rated to the size

No, that it just how wide the connection from the graphics core is to its memory. Put it this way, if the graphics card fits in the slot it will work, it's specs have no connection to the rest of the PC.
