DVD Not Working

I have just one DVD that will not play on my Dell X1530 notebook. All the other DVDs play just fine. It says it is all regions and encoded in NTSC format. I just don't understand why this one DVD won't work. My drive is a Matshita BD-RE UJ-225S. The drive is not recognizing the DVD. On the bottom of the disc it says, "WP648 (DVD 9) / DVD-R X 1. I just don't understand this one.

Any suggestions? Advice?

Is it recognized in another drive? Are any of the other DVDs that do work DVD9 (dual-layer), especially other DVD-Rs?

This is the only drive I have at the moment. I won't be able to test it out until I get back to the states in 3 months. This is the only problem I have had reading DVDs. Serveral of the dvds I looked at don't have the same writing on them.
