Scaling issue with monitor

I hooked up my monitor for my PC a built a few weeks ago after noticing newegg has a no return policy on monitors, but this time the screen has a 1" to 1.5" black gap on each size of the monitor. I've gone through the monitor and Catalyst Control Center without finding a fix.

Monitor : ASUS VH222H Black 21.5"
Graphics Card: HIS H487FN1GP Radeon HD 4870 1GB 256-bit GDDR5 PCI Express 2.0 x16
OS: Windows 7

You have to set it to 16:9 widescreen resolution. Native resolution is 1920x1080.

I figured it out, finding out where the scaling was since they BURIED it in this version of CCC.
