Screen Resolution, MPEG-1 352X240 for VCD and MPEG-2 480X480 for SVCD.

You could convert it I suppose, but it won't be better quality since the source is of lower quality.
The reason for using MPEG-2 instead of MPEG-1 is that MPEG-2 allows a variable bitrate on the video, which allows you to save more of the original video's quality. Once it's been compressed down to MPEG-1 for a VCD you can't go back up and gain quality back. |
