New build (old parts) no video

Out of pure boredom Ive assembled a bunch of old parts I had laying around. I can vouch for most all, except a video card that I bought used locally, yesterday.
I am getting a single beep on POST ( good sign I think) but no
video at all.The LED on the monitor switch is flashing (bad sign I think) and no video at all. Monitor is definately good .
A) Why am I NOT getting the 1 long , 2 short beeps to indicate a video problem ? and
B) can I safely assume that the card is dead , and go buy a
new one ?

Please post the details of both the board and the graphics card to help us help you.

We need to know what we are dealing with here.

I tried another video card- still nothing -I think the mboard is dead.
