Screen Slowdowns with dark backgrounds

Im at my wits end trying to figure this out so maybe someone can help.

Ti4200 128mb memory card
1.3ghz machine
512mb memory

Heres the problem:
When I surf the net and go to a site like blackviper's site which has a dark background, my mouse pointer slows to a standstill. If I can move the pointer irritating things happen like highlighting text as I scroll (when im not holding the button down), if I try and click a link it will drag the link instead. This behavior only happens on pages with dark backgrounds. Any ideas what this could be ?
Just recently started happening and its so so so annoying.

Any help would be appreciated.

can you post a link to "black viper's site"? It could be that he has a ton of graphics putting a large load on your system.
