What program is it ? It probably makes bad VCDs. Do you use the program to transcode and burn or do you burn with another program and if so which program do you use and how do you burn ?

I'VE USED NERO,5.9 OR WHATEVER IT IS, I HAVE USED THE ONE WHICH COMES WITH REAL PLAYER AND ALSO WINDOWS MEDIA.
IS THERE SOME SPECIFIC FILE TYPE I SHOULD BE BURNING: IE MPEG2 OR SOMETHING?

Well, and have you used the VCD option ?

A good program is VCDeasy it burns correct VCDs.

The source stream has to be MPEG-1 352x240@29.97 for NTSC (MPEG-1 352x288@25 for PAL).

Hmm. But the Stream is VCD compliant, right ? I mean, it's MPEG-1 352x288@25fps for PAL or 352x240@29.97fps for NTSC.
Maybe it's a PAL/NTSC issue. What have you burned ? PAL or NTSC ? PAL should work for you.
