How to check video card temps?
How can I check the temperature of my 9800 Pro?

Varies GREATLY by card. In general, the card is fine as long as it is running well. If it is too hot you may smell burning or the memory will act up and you may see glitches, breakages and artifacts. Also, as long as an active heatsink is attached to the GPU, you should have no problem there.
.13 micron = cooler .15 micron = warm

I was overclocking it and just thought about temps, I guess I overclocked it too much because the graphics were all messed up, so I set it a bit lower and the water on one of the 3dmark03 test had white dots on it.

That is normal. The white dots are "seam breakage" (where polygons touch) or they are just white artifacts. That is due to OCed memory operating too warm.
