Geforce2 mx MAJOR VIDEO PERFORMANCE ISSUE - HEEEELP

hi all -- I have just joined this forum and im relaly hoping for some advice that can fix my pc graphics issues.

I have just been given a friends Gigabyte GA-6VXE7+ Motherboard. I installed the motherboard into my case and connected all of my existing compnents -

IBM Deskstart 60gb HDD
Geforce2 MX/MX400
CD ROM
Floppy
Yamaha Soundcard

Yeh yeh i know -- its all pretty crappy stuff ... However bear with me ......

I installed the latest bios and via 4-1 drivers from Gigabytes website.
I reformatted the drive -- I installed XP from scratch etc....

Now I expected to see some improvement over my P2 400 mhz old compaq Motherboard -- HOWEVER THERE IS A MAJOR VIDEO PERFORMANCE ISSUE and i cant work out what is causing it ....

The screen refresh is awful -- browsing web pages for instance and scrolling down = I can see the screen redrawing etc

I went to play Counter Strike and I get 17 - 20 FPS -- I used to get 70 with my older and less powerful motherboard !!!

Im sure someone out there can help ... Some more info on what I have is provided below .... hope that it helps ...

In Display properties, set it to 16 bit color.
32 bit is just too high for larger (1024x768 and above) displays, especially on some monitors.
