Yes, the Ti 4200 is better than the FX 5200 despite its lack of DX9 support. While the Ti 4200 is a great card, if you can afford to spend around $150 or so, go with a Radeon 9600 Pro instead. Much better than both of those cards and offers great DX9 support.
