mp3's quality

what are some programs that are free that change the mp3's quality? like i want to change some of it from hi-fi on my site to lo-fi for people that use 56k.

A free MP3 encoder. . . the first thing I'd think of is lame + BeSweet GUI. You can get both from www.doom9.net

Well, lame is an mp3 encoder, how else should it be called ?
You find it on the doom9 site on downloads, audio tools. Also don't forget the BeSweet GUI as lame is just a command line tool.
