TV Video Card
What would you recommend for a TV video card for watching TV on Monitor?

Do you mean a TV tuner card or a graphics card with a tuner? If you already have a graphics card and need a TV tuner than THIS one would work fine. If you need a graphics card and play games than THIS is what you want. If you don't play games than THIS would work nicely. Hope that helps.

The mobo has the video on the board. Is there a card available for tv and continue using the on board video?

It should normally work with your onboard video yes. There are tv tuner cards that come separate from the video card (like mine) , and there are video cards with a tv-tuner built in(like the "all-in wonder" ati products.) what you need for your on board video is the first type.
i have 2 different tv tuner cards in 2 pc's, its not harder than installing and setting up a pci audio card or so. hauppage is a well known brand, but i dont really like em, i've had issues with drivers and other pci cards (ie creative audigy) with hauppage cards. The one in the first link seems to be a pretty good one, certainly for its price. As with most things, you can go from a simple antenna/cable tvcard, to more expensive ones with radio and remote, or even more expensive to the ones that have sattelite decoders, dolby and all that. for just viewing tv something like a 400mhz cpu with a 4mb agp card should be very fine . for recording the image you'll need quite a powerful pc and videocard.

I have a thread going on this very same thing - adding a tuner card to a motherboard with onboard video - and I believe I'm going to go with the ATI TV Wonder Pro. They also have a TV Wonder VE, but apparently this model is troublesome. The Leadtek that Hi Ho linked to is supposed to be an excellent value.

With the Leadtek down to $35 I don't see how there really is another option unless you want to spend big money.
