Windows Media Player 9
Can anyone tell me if WMP 9 for Windows XP will playback DVD movies files ? They are Vidieo_TS & VTS Files associated with POWER DVD Player program . When I choose file and open from Windows Media player. Medai Files (all types) are listed but these DVD VTS files do not show up on the list unless I choose ALL file types.

Yes, WMP9 plays DVD's.
Since you are talking VTS files which are rips of DVD's and we can't be sure whether these are your legit backups or pirated movies... you will not obtain support on these forums.

WMP9 will play DVD's as long as there is an encoder from something like PowerDVD installed. If you have no other DVD software installed that includes a decoder then it won't work. I haven't found a decent, free decoder as of yet. It sounds like you have PowerDVD installed so it shouldn't be a problem.
